I know this is a jigging rod, but I've been using it to troll live baits from my kayak in Hawaii. It's been great! Strong enough to horse in a hammer head to the kayak no problem. Great rod.

Looking for low cost jigging/spinning rods for tuna in NJ that will match up well with my Daiwa BG6500 and Daiwa ELT 8000 reels.

Can the 6 foot 6 inch medium rod be used for shore jigging? If so what size reel would you recommend?

If you mean inshore jigging then this reel would be great, I would recommend any 4000-5000 size spinning reels such as a Daiwa BG, Penn Battle or Spinfisher, Shimano Stradic or Saragosa.
However if you are asking if this rod is good to fish from shore, I would advise against this rod for land based angling
