will this fit on a 2015 jeep wrangler and how does it mount?

The rod holder is a bolt on model. So you may have an issue mounting the holder on to a 2015 Jeep Wrangler if you have a round pipe running behind your bumper. Unless you are able to drill through the bumper and the pipe in order to get the bolts through both, you may want to look at a rod holder that mounts differently and does not have to be bolted onto the bumper.
