is the mount permanently attached to the gunwale. can it be gimbel mounted in a rodholder?

This downrigger can indeed be gimbal mounted in a rod holder. We have 2 sizes of the Troll Master Gimbal Mounts available (TD codes TLL-0008 and TLL-0017).

The boom length is 24 inches (2 feet)
Standard mounting base is included,
Also included 200 feet of stainless cable, Cable terminator with snap swivel, stainless mounting hardware.
Trolling weight is not included.
