what kind of handle do they come with to adjust the rotation. they are not pictured in the photo.

Mike, this outrigger mount has the small lever on the side of the mounting bracket. In the pictures, this lever is on the backside and you can see the top. Here is a video from Taco's site for a good look at the entire mount:
