Will it fit 7'3" one piece rod with a Lexa wn 400 reel?

Depends on the rod and how long of a rear grip the rod has. This was designed more for standup trolling setups. Our best guess would be that it would be a little short. Your best best would be to check out a Rod Glove from VRX:
