Not that it is scientifically tested but I feel like I get more and better hookups with this needle eye hook. It has a slimmer profile and seems to penetrate better than the 7691.

What's the correct size for a Cedar plug

Depends on the size of the plug I recommend an 8/O hook (100 lb. test) when using a 4" cedar plug and 10/O (150 lb. test) when using 6 or 8" cedar plugs.
