I'm looking for a rod for deep water Cod Fishing around Ma and RI, jigs could be as big as 12-16 oz. would one of these cousins rods fit the bill?

Possibly the cousins rod rated for 25 to 50 line weight but it wouldn't cover the jig range size your using you would need something in the heavy to x_heavy range to handle that weight.

What are the main differences between a spinning rod and a casting rod

The main difference between a spinning and casting rod is a spinning rod are for spinning reels ( reels with bails ) and casting rods are for baitcasting or conventional reels such as the Shimano TLD or Daiwa Lexa reels.

Models with a C at the end of a their model number are casting rods. Model numbers that end in S are the spinning rods. For example GBT 70ML-C is a casting rod and GBT 70L-S is a spinning rod.
