Could you tell me if the strap that is wrapped around the reel seat is secured to the rod in some way? Is it possible to wrap it around the rod and leave it there while fishing and hook up the straps when you are fighting a fish.

The strap wraps around the reel and is then connected to your belt or harness via the hooks on the harness/belt. It will stay attached to the rod/reel combo without being attached to the belt/harness.
